Agents of Mayhem takes place in a futuristic version of Seoul, where the organisation M.A.Y.H.E.M. battles the villainous group L.E.G.I.O.N. Players control a rotating squad of three agents chosen from a roster of twelve, each with distinct weapons, abilities, and personalities. Switching between them on the fly allows for tactical variety, whether favouring brute force, stealth, or gadget‑driven combat. The game’s “Mayhem abilities” serve as over‑the‑top super moves, reinforcing its comic‑book sensibility.
The structure blends story missions with side activities across an open city. Agents can triple‑jump across rooftops, hijack vehicles, and unlock new operatives through dedicated missions that flesh out their backstories. The tone is deliberately irreverent, with cutscenes and dialogue leaning into parody of superhero tropes, spy fiction, and Saturday‑morning cartoons. Its connection to Saints Row is evident in cameos, shared lore, and the same taste for chaotic spectacle, though the setting and cast are distinct.
Despite its colourful style and varied roster, Agents of Mayhem was widely panned for repetitive mission design, a lifeless open world, and humour that often fell flat. The city of Seoul, though visually bright, felt empty and underused, while the lack of cooperative play undermined the team‑based premise. What could have been a bold new direction for Volition instead came across as a shallow experiment, quickly fading from attention.
