World Soccer: Winning Eleven 8 (released internationally as Pro Evolution Soccer 4)  continued the series’ reputation for realism, offering more than 200 club and national teams and, for the first time, fully licensed leagues including Serie A, the Eredivisie, and La Liga.

Gameplay builds on the series’ hallmark physics and tactical depth, with new free‑kick techniques, expanded dribbling options, and a more detailed Master League featuring up to 72 teams and deeper player development systems. Referees and linesmen appear on the pitch for the first time, and wear‑and‑tear effects add visual realism as kits accumulate dirt during matches.

Reception was broadly positive, with critics praising its lifelike player behaviour, fluid ball physics, and strong tactical control — elements often cited as superior to contemporary FIFA entries. Some noted that presentation remained sparse and that licensing limitations persisted, but the core gameplay was widely regarded as the most authentic football experience available at the time.
