The story centres on Niko Bellic, a war veteran arriving in America to reunite with his cousin Roman. Initially seeking a fresh start, Niko is drawn into the criminal underworld, confronting betrayal, moral dilemmas, and the tension between survival and ideals.

Gameplay blends open‑world freedom with structured missions. Players can explore Liberty City’s boroughs, drive vehicles, engage in combat, and interact with diverse characters. The game introduces refined shooting mechanics, cover systems, and more realistic driving physics compared to earlier entries. Side activities include dating, friendships, vigilante missions, and mini‑games such as bowling or darts, all contributing to immersion in the city’s social fabric. The Windows version expands features with higher resolutions and modding potential, although has had pretty poor performance and support over its life.
